Description

The Business & Financial Systems Administrator is a highly responsible professional focused on advancing data analysis, financial management, and business intelligence within the Office of the Clerk and Recorder. This role leads the design, development, and analysis of data capture, reporting, and visualization tools to provide actionable insights to department leadership. By enabling data-driven decision-making, continuous improvement, and strategic planning, the Administrator plays a key role in ensuring accuracy, transparency, and fiscal accountability through the analysis of key business and financial indicators.

Additionally, the Administrator coordinates technical efforts between Clerk and Recorder leadership, County IT, and software vendors, ensuring seamless integration and operation of department-wide applications. Key responsibilities include application administration, stakeholder communication, incident management, and system integrity maintenance, all of which support the enhancement of departmental operations, financial stewardship, and strategic initiatives.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

Data Management and Business Intelligence

  • Design, develop, test, release, maintain, and provide technical support for custom data applications such as the department's data warehouse, data pipelines, ETLs, data processing, and APIs
  • Design, develop, test, release, maintain, and provide technical support for data analysis and business intelligence reports and dashboards
  • Working knowledge and experience in the use of report writing, programming languages, and analytics software such as Tableau, MS Power BI, Python, Oracle SQL, and Microsoft SQL Server
  • Review, consult on, and strategize internal database management, including creation, lifecycle, improvements, and effectiveness
  • Collect, analyze, and validate data; perform data modeling, and present findings to recommend solutions or improvements for techniques and processes that will improve the team's effectiveness and capabilities
  • Provide support and mentoring to department management team, to ensure proper utilization of data visualization tools, assist in resolving technical issues and applying best practices
  • Draft and maintain standard operating procedure documentation for data management systems and processes including application implementations, configurations, and support requirements
  • Correct reported incidents on data and reporting applications and release fixes through change control processes

Technology Coordination and Application Administration:

  • Manage technical coordination between the Clerk and Recorder leadership team and County IT/vendors; attend or serve as a representative in team calls and meetings
  • Serve as the primary business application administrator for the department's global applications
  • Understand the business processes supported by global business software applications and configure software applications based on business process needs
  • Provide technical leadership on the department's global technology projects and work in conjunction with the Business Relationship Manager and other IT resources to capture application demands, implementation, and decommissioning, conduct enhancements and upgrades, maintain backlogs, and stay informed about technical debt issues
  • Act as a liaison between the Clerk and Recorder Executive team and vendors, working in conjunction with County IT to track updates, upgrades, and impacts to the department's global applications
  • Maintain awareness of support issues, software patches, and vendor events affecting operations; communicate relevant information to Clerk and Recorder leadership
  • Communicate internal system impacts to Clerk and Recorder stakeholders
  • Collaborate with County IT to respond to and mitigate incidents related to global software applications
  • Monitor IT tickets related to department applications; review and consult on change control processes

Finance

  • Manages, plans, and oversees the daily functions, operations, and activities of the Accounting Team in support of all divisions of the Office of Clerk and Recorder.
  • Serves as the Subject Matter Expert (SME) for Microsoft Dynamics (D365), ensuring optimal use and integration.
  • Participates in the development, oversight, and implementation of goals, objectives, policies, programs, and priorities for the Accounting Team and is integrated into the overall planning and implementation for Business Strategy and Finance as well as the Administration Division as a whole.

OTHER DUTIES AND RESPONSIBILITIES

  • Manages Accounting Staff and may supervise temporary staff or Election Judges.
  • Monitor software application status, capacity, and performance
  • Ensure technology processes meet business needs and align with out-of-the-box application capabilities
  • Conduct product searches and evaluations with County IT to determine suitability and business fit of third-party software products
  • Review and provide input on RFPs and contract language relevant to department applications
  • Lives out the Vision, Mission, and Core Values of the Clerk and Recorder's Office, maintaining a supportive environment conducive to teamwork
  • Supports Election Division as assigned
  • Performs other duties as assigned

SUPERVISION RECEIVED: This position reports to the Business Strategy & Finance Deputy Director and interacts regularly

with Elected Official, Division Deputy Directors, and various leadership team members. Performs duties under general supervision; tasks are expected to be completed with substantial independence, represents the Office, Clerk, and Chief Deputy as assigned, and must understand when situations should be advanced to a higher level of authority.

SUPERVISORY RESPONSIBILITIES: Manages Accounting Staff and may supervise temporary staff or Election Judges during election cycles as needed. In addition, this position works closely with management and leadership teams to indirectly supervise all Clerk and Recorder staff with respect to technology; may directly supervise staff as needed. This position functions in a lead capacity in collaborating with cross-functional teams.

INDEPENDENT JUDGMENT: Incumbent is given broad terms and format, allowing a great amount of latitude and individual judgment to accomplish goals and achieve desired results. Works on assignments that are complex in nature where judgment is required in resolving problems and making routine recommendations.

Minimum Qualifications

EDUCATION and/or EXPERIENCE

  • Bachelor's degree in Computer Science, Information Systems, Business Administration, Business Analysis, Finance, or a related field
  • Minimum of four (4) years of experience in data management, business intelligence, application administration or related fields
  • Supervisory experience preferred
  • Proven experience in designing, developing, testing, and maintaining custom data applications such as data warehouses, ETLs, data pipelines, and APIs
  • Strong background in data analysis, data modeling, and presenting findings to recommend solutions or improvements
  • Experience in technical leadership roles, coordinating with IT teams and vendors to implement projects and enhancements
  • Prior experience in managing application lifecycles, including onboarding, upgrades, and decommissioning
  • Familiarity with standard operating procedures for data management systems and processes
  • A combination of education and experience may be considered for a well-qualified candidate

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge

  • Knowledgeable in data integration and/or data migration design and implementation, data management principles and best practices, and the architecture and design of Business Intelligence solutions
  • Knowledge of new and emerging technologies related to data management such as data catalog, data lineage, and data quality management
  • Familiarity with software development lifecycle (SDLC) methodologies and project management frameworks (e.g., Agile, Waterfall)
  • Requirements elicitation (e.g., interview, observation, workshops) and documentation (e.g., business process improvement, user stories, story maps, functional and non-functional requirements, workflow diagrams, data flow diagrams, screen mockups, etc.) techniques
  • A working knowledge of software application configuration, testing, and support in a multiplatform environment (Windows Server and/or Unix/Linux environments and/or cloud platform)

  • Proficiency in database management systems and business intelligence tools (e.g., Azure, SQL Server, Power BI, Tableau)
  • Proficient with software scripting (e.g., MS Powershell)

CERTIFICATIONS, LICENSES, & REGISTRATIONS

  • Relevant certifications in data management, business intelligence, project management, or process improvement (e.g., Certified Data Management Professional, PMP, Agile Certified Practitioner)
  • This position requires successful completion of a criminal background check including fingerprinting through a national database
  • Must possess a valid Colorado Driver's License within 90 days of hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment
  • US citizenship required
